You can try with OFS. Either publish your offer for services in the local press or on line or just contact directly marketing agencies in the area. Ask them to price up your services. If you contact few you'll have pretty good idea on how responsive is the local market for the type of services you offer.

I think so, a good example would be the "America's Army" xbox video game series. It is endorsed by the United States Army.
