I think so, a good example would be the "America's Army" xbox video game series. It is endorsed by the United States Army.

By the way, those “Tabs” are actually referred to as the Ribbon Bar in User Interface speak. Microsoft introduced them with Office 2007. Each tab is then referred to as a Ribbon of related controls and such.
